To implement the CIBS, Radio Television Hong Kong (RTHK) devotes part of airtime to provide a platform for the community, non-governmental organisations and the underprivileged to participate in broadcasting, i.e. produce radio programmes. The CIBS seeks to promote a wider range of social gains, including plurality, diversity, social inclusion, creativity, talent nurturing, etc. RTHK provides funding for application.
In this round application (Round 28), two seasons of CIBS programmes will be selected. The ceiling of broadcasting hours in each season is 17 hours per week. Each application should provide a proposal of a weekly programme of 13 episodes with duration of either one hour or 30 minutes. Each applicant (organisation or individual) may submit not more than one application for each season.
There are some specific programme themes in each season for the applicant to select, or the applicant may also select "Open Topic". The details are as follows:
