Introduction
To implement the Community Involvement Broadcasting Service (CIBS), Radio Television Hong Kong (RTHK) devotes part of its airtime to provide a platform for the community, non-governmental organisations and the underprivileged to participate in broadcasting and produce radio programmes. CIBS seeks to promote a wider range of social gains, including plurality, diversity, social inclusion, creativity, talent nurturing, etc. RTHK provides funding for application.
There are two application periods every year. Each period accepts applications for two programme seasons. Each season consists of 13 weeks.Available air time for each season is 17 hours per week. Each application should provide a proposal of a weekly programme of 13 episodes with duration of either one hour or 30 minutes. Each applicant may submit not more than one application for each season.
There are some specific programme themes in each season for the applicant to select, or the applicant may also select "Open Topic". The details of the Round 25 Application (Seasons 49 and 50) are as follows:
Season 49
Broadcasting Date: 30 June 2025 to 28 September 2025
Broadcasting Time: Mon to Thu from 8:00 p.m. to 10:00 p.m., Fri to Sun from 8:00 p.m. to 11:00 p.m.
Broadcasting Channel: AM621, Putonghua Channel, RTHK
Programme Themes:
1.Ageing Society (any topic related to the elderly, including but not limited to: service for the elderly, policies for the elderly, silver economy, elderly health, social and recreational activities for the elderly,gerontechnology)
2. Ethnic Minorities
3. Open Topic
Season 50
Broadcasting Date: 29 September 2025 to 28 December 2025
Broadcasting Time: Mon to Thu from 8:00 p.m. to 10:00 p.m., Fri to Sun from 8:00 p.m. to 11:00 p.m.
Broadcasting Channel: AM621, Putonghua Channel, RTHK
Programme Themes:
1.Environment (any topic related to the environment, including but not limited to: environmental protection, energy, climate change, sustainable development, conservation)
2. Ethnic Minorities
3. Open Topic

Selection Process and Criteria
First Round Selection: Adding up the scores from the public voting (accounting for 25%) and the Assessors (accounting for 75%) to arrive at the scores obtained by each application in the first round selection. Score is derived from two aspects, namely social gains from the CIBS programmes and feasibility of programme productions. The full scores for social gains and feasibility of programme productions are 40 and 35 respectively.The Selection Committee will shortlist the entries for interview.
Second Round Selection: The Selection Committee will interview the applicants on the interview list. A total score of 100 is derived from two aspects, namely social gains from the CIBS programmes and feasibility of programme productions. The full scores for social gains and feasibility of programme productions are 55 and 45 respectively.
Composition of Selection Committee
The Selection Committee comprises seven members from different fields and professions, including an individual familiar with ethnic minority issues. Click here to check the list of Selection Committee members.

CIBS Broadcasting Workshop
The CIBS Secretariat will host a broadcasting workshop where RTHK programme presenters will guide participants to produce radio programmes and give briefing on application. Details:
Time: 22 November 2024 (Friday), 7:00 – 9:00 pm
Venue: G/F Oasis, Central Market
Language: Bilingual, Cantonese and English
