Our Mission
RTHK encourages the community, non-government organisations and the underprivileged to participate in broadcasting. Local individuals and organisations can apply for the CIBS to produce their own radio programmes on the Putonghua Channel and our online platforms, with the aim of showcasing the pluralistic nature of Hong Kong and promoting a wider range of social gains to the community. The applicants can also apply for funding support for production.
Milestones of CIBS
2009
The Government launched a public consultation on the role and functions of RTHK, including a proposal to task RTHK to devote part of its airtime and resources within the development of its digital services to provide a platform for community participation in broadcasting.
2010
The Government promulgated the RTHK Charter and included “the provision of a platform to support and facilitate community participation in broadcasting” as part of the public purposes of RTHK.
2011
The Government launched a public consultation on "Pilot Project for Community Involvement Broadcasting Service".
2012
"Community Involvement Broadcasting Service" (CIBS) was open for application for the first quarter programmes.
2013
The first quarter CIBS progammes were broadcast on RTHK DAB 31, 14 hours per week.
2016
The CIBS was confirmed by the Government as an ongoing service.
2017
The number of broadcasting hours was increased from 14 to 16 hours per week.
2017
Digital audio broadcasting services terminated. CIBS programmes were broadcast on RTHK Putonghua Channel.
2018
The first "CIBS Awards" was held.
2020
The number of broadcasting hours was increased from 16 to 17 hours per week.
